  7. 11:40 am ET: New Orleans Mayor Mitch Landrieu tells NBC's Kate Snow that despite major power outages and flooding -- about 60 percent of the city is without power, Landrieu said -- there have been no major problems within the city limits, and the levees are holding up. "The levee system as it was designed, as it was engineered, as it was created, is doing exactly what it was supposed to do," he said. "It's very strong. It's holding up. There's no risk of failure from what we can tell, anywhere."
