Despite substantial public evidence that migrants, refugees and asylum-seekers were being subjected to serious abuses in Libya, Italy concluded a number of agreements with the Libyan authorities. Under these agreements Italy pushed people attempting the sea crossing to Europe back to Libya. This practice was condemned by the European Court of Human Rights in February 2012, hnNevertheless in April 2012, Italy concluded a new agreement with Libya regarding migration control. The contents was shielded from public scrutiny but was recently leaked.
