CPRE Annual Lecture with Housing Minister Gavin Barwell

We've had the Housing White Paper, but what comes next and how can we ensure housing policy will keep our countryside protected? The 2017 CPRE Annual Lecture was given by Housing Minister Gavin Barwell on Monday 20 February 2017 in London. The Minister’s speech was followed by responses from Town and Country Planning Association (TCPA) Chief Executive Kate Henderson, Shelter UK Head of Policy Toby Lloyd and CPRE Chief Executive Shaun Spiers, all before a Q&A session.


  1. Our attendees - a mix of housing & policy experts and CPRE staff & branch representatives - arrived at lunchtime for tea, sandwiches and mingling. Much of the buzz was centred around analysis of the recently released Housing White Paper, and thoughts about how our key note speaker, Housing Minister Gavin Barwell, might address it.
  2. Once gathered in the lecture hall at St Martin-in-the-Fields, CPRE Chair, Su Sayer, rose to welcome all guests and, in particular, the well respected panel and speakers who joined us.
  3. Gavin Barwell MP took to the podium for his speech reflecting on the Housing White Paper, with particular focus on the requisite to meet housing need, whilst reassuringly confirming the sanctity of the Green Belt.
