7:00 p.m. -- Most polls in the 2nd Congressional District have closed. One precinct will stay open until 8 p.m. because equipment was mistakenly delivered to the wrong location earlier in the day.
4:20 p.m. -- Officials have moved one voting location in Chicago Heights due to a fire.
4:16 p.m. -- The Cook County Sheriff's Department is monitoring election-related issues in Cicero. There had been a report of a fistfight outside a polling place there, but those apparently involved were gone by the time officers arrived, authorities said.
3:55 p.m. -- Voting is on hold at a Chicago Height polling location because of a fire.
3:52 p.m. -- Chicago's Department of Streets and Sanitation deployed 12 extra snow plows to the city's far south side to ensure residents could access polling places for the special election.

"I have a great staff," replied Commissioner Charles Williams when asked who requested the additional
resources.

Citywide, the department has 284 plows on the the roadways.
3:12 p.m. -- From the Chicago Board of Elections: "Election judges in a representative sampling of Chicago precincts  in the 2nd Congressional District reported that 11% registered voters had turned out as of 1:45 p.m. These numbers included election day voting, early voting and absentee ballots returned in those precincts.

This puts us on course for turnout in the mid-teens. This is to be expected with a special primary and special election. It is shaping up to be among the lowest turnouts in recent decades."

The last time the Chicago area had a special primary election for Congress was 2009 after Rahm Emanuel left his seat to take a job as White House chief of staff. Roughly 18 percent of registered voters in the district spanning North Side neighborhoods voted. In suburban Cook County, the percentage was far lower. -- AP

Chicago Board of Elections spokesman Jim Allen said voter turnout is expected to be low, in part because of a winter storm descending on Chicago by midday. "I would bet it's going to be 20 percent or worse," he said.
