They have a demanding and difficult job. That being said, dogs are territorial animals. Almost all dogs will protect their yard/property/owners if they feel that they are being threatened. It is part of dog nature to do so. Breed of dog has nothing to do with it. It is unfortunate that any time an incident happens that just happens to involve this type of dog that the whole breed ban subject comes up. My heart goes out to the people who lost their dog. I have two dogs and would be devastated if this happened. I hope the police were justified in their actions. This means that anyone from the public would no longer have the ability to post messages or photos on the page.&nbsp;<div><br /></div><div>Police said they were frequently seeing wall posts that contained hate speech and threats of violence, some of which emerged out of the debate over the shooting incident. <br /></div></div><blockquote class="element " style="margin: 0 0 15px; font-size: 14px; line-height: 1.4em; max-width: 500px;"><p style="font-size: 20px; margin: 0; line-height: 1.4em; font-family: Georgia,serif; margin-bottom: 5px;">We have temporarily disabled public posting on our wall at this time. These posts were aimed at police, at the original poster, and at those sharing their opinions respectfully, wether they agreed with RPS actions or n...ot. As stated, we do not monitor this page 24/7 ans as such we were unable to monitor this page and ensure that it's a page safe for our diverse community of visitors. <p style="font-size: 14px; margin: 0;"><b>Liz Brass: </b>During the campaign, I have enjoyed communicating with citizens who have
shared their thoughts, ideas, and hopes with me. &nbsp;As Mayor, I would inform the public of new
initiatives and topics and invite feedback and input. I would also encourage
citizens to give ideas. I would share photos of successes, news, and repairs in
the city. I would invite dialogue about topics to ensure that I am accessible
to the public. I would consult with the public to facilitate connectedness and
strengthen relationships. I would use social media to engage the younger
generation and citizens who work shift work.</p>

</div><div class="element text" style="margin: 0 0 15px; font-size: 14px; line-height: 1.4em;"><b>Tom Brown: </b>My problem is that I haven't used Twitter or Facebook. I could make sure people know that my office would be open to anybody. Bring a good proposal to me and I would certainly have a real good look at it. Not only would I have a look at it, I would set up a committee that would look at these proposals because I think it's important we do as many different proposals as we can.</div><div class="element text" style="margin: 0 0 15px; font-size: 14px; line-height: 1.4em;"><b>Marian Donnelly:</b> The City of Regina is already a leader in social media, evident by its impressive number of Facebook followers. Building on that accomplishment and the strong foundation already in place makes inherent sense. Citizens want to be engaged, they want to provide input into decisions, and they want to know that their voices are heard. Social media is a way to welcome people and their input. In addition to Facebook and Twitter accounts managed by city employees, I would be quite open to maintaining personal accounts as Mayor.</div><div class="element text" style="margin: 0 0 15px; font-size: 14px; line-height: 1.4em;"><b>Jim Elliott:</b><br />a. It could be used to let the citizens know where the mayor is.<br />b. It could be used to ask questions about pending issues or the level of priority it should have.<br />c. It could be used to monitor infrastructure problems, inoperable push buttons at intersections and traffic problems.<br />d. It could promote public events.<br />e. There could be active chats with councilors and the mayor.</div><div class="element text" style="margin: 0 0 15px; font-size: 14px; line-height: 1.4em;"><b>Michael Fougere:</b> I would continue to utilize my Facebook and Twitter accounts to engage Regina Citizens. While social media is important, I would also use more traditional communication tools - telephone, letter, and email to ensure I was available to all citizens. I want them to feel they can contact me in the way that is most comfortable to them.</div><div class="element text" style="margin: 0 0 15px; font-size: 14px; line-height: 1.4em;"><b>Chad Novak:</b> As I have demonstrated throughout my campaign, I believe strongly in interacting with citizens directly through a variety of means, one of which is social media. This is something that the current Mayor and council have not utilized to any real extent, and could be used to put the trust back between citizens and City Hall. Mayor Nenshi is a great example of how social media should be used, and I feel my campaign has highlighted how important it can be to interact with voters during an election campaign.</div><div class="element text" style="margin: 0 0 15px; font-size: 14px; line-height: 1.4em;"><b>Tim Siekawitch</b>: City Hall already has all of equipment needed to start a free to use YouTube type of service that residents or anyone can use in a similar way as current online sharing websites. City Administration would also use this to publish records press releases etc., even to publish individual councilman's weekly reports mayor reports and so forth. Plus the existing IT equipment can offer a unique online TV Channel which I call CRTVO. Create a land bank and collaborate with developers and the province with its new corporate income tax credit incentive. Explore a tax abatement to develop apartments. Establish a Housing Task Force where community, business, and government collaboratively develop attainable, innovative housing options. After the Housing Task Force identifies needs, I will work to establish a City of Regina Housing Development Corporation as an "arms-length" municipal revenue-generator that will work with private investors and citizens to invest in a structured bond issue (also pursue RRSP and RESP eligibility) to build attainable housing.</div><div class="element text" style="margin: 0 0 15px; font-size: 14px; line-height: 1.4em;"><b>Tom Brown:</b> I live in north central where there's all kinds of houses that are boarded up or shacks that nobody rents anymore. They're on properties that could easily be looked after. There's even blocks, old cellar blocks, right behind there is half a city block. Why aren't we building houses over there? It would be a very good place to build some decent houses.</div><div class="element text" style="margin: 0 0 15px; font-size: 14px; line-height: 1.4em;"><b>Marian Donnelly:</b> My first priority will be to assemble a Housing Task Force to oversee the implementation of the housing strategy that has already been in the works at the City since January 2012. The team will be comprised of both community representatives and city employees. Their guidance will be critical as we explore various options including grants and loans, land allowances, fee and/or tax exemption, staggered financing, etc. In the short-term, we will examine specific bylaws that stand in the way of development. For instance, removing the bylaw on the number of parking stalls per unit would be welcome.</div><div class="element text" style="margin: 0 0 15px; font-size: 14px; line-height: 1.4em;"><b>Jim Elliott: </b><br />a. Utilize the incentives as a method to pay down payments to allow for the purchase infill housing.<br />b. Be more flexible about the amount when multi-unit housing are being built.<br />c. Build the fund that provides incentives so that more action can be taken.</div><div class="element text" style="margin: 0 0 15px; font-size: 14px; line-height: 1.4em;"><b>Michael Fougere:</b> My first priority is to hold a Housing Summit. I will engage all levels of government , key City officials, community groups, housing industry leaders and the general public to not only find solutions to the housing crisis we face in Regina but to create an incentive structure for construction of affordable housing. My top concerns that must be addressed immediately are affordable housing, below market housing and land availability.</div><div class="element text" style="margin: 0 0 15px; font-size: 14px; line-height: 1.4em;"><b>Chad Novak:</b> I would work with construction companies and real estate developers in order to determine a mutually beneficial arrangement that will encourage the building of more affordable housing units. While we have had some recent construction on projects in Regina, there is far more that needs to be done. We need to learn from other cities that have battled these same issues, and learn from their successes and not repeat their failures. It is key to get affordable housing addressed immediately, and not in 5-10 years time, as the RRI proposal sets out.</div><div class="element text" style="margin: 0 0 15px; font-size: 14px; line-height: 1.4em;"><b>Tim Siekawitch</b>: Incentive structures play a crucial role when it comes to the capacity of low-cost housing, be it rental or homeowner abodes. Incentive structures force development by motivating individuals and targeting organizational performance. Practitioners and academics have recently given more and more attention to incentives issues such as the missing link in fiscally sensible development of housing plans. Incentives are linked to motivation, performance and capacity development. <br /><br />The interplay between incentives and demand for low-cost housing are equally important, needing full analysis but, not needing any input from private parties such as consultants etc. I've asked mayoral candidates "what is the numbered/cost of this? Is it 300.00/month rent costs or 300.00/month mortgage payments?" I've yet to receive an answer. The poor and working poor are the experts to be asked for advice on how and where this housing will be built and how much the monthly rent or mortgage rates should be. Also, to increase ridership, we will enlarge our fleet so we have more buses on the street for more efficient transit. I would work with the administration to create more direct, faster transit routes connecting hubs (e.g., express bus on Victoria Avenue, additional express routes to the university). I will explore running smaller buses in less frequently used areas to be more cost-efficient. I will explore the feasibility of Park and Ride at outer transit stations. I will explore a fare discount program for riders with more frequent use and other incentives to increase ridership.</div><div class="element text" style="margin: 0 0 15px; font-size: 14px; line-height: 1.4em;"><b>Tom Brown:</b> Regina had a program called telebus and they had these little buses running around. They would come and pick you up and take you to a terminal. We could do one of two things, have the main buses just run on schedule and not charge anything. Either that, or the city would run it and charge them (residents) the fee to get on the telebus.<br /><br />I've seen snow removal in Winnipeg as well as Regina, and in Winnipeg the trucks are much bigger. What I would like to see is take these boulevards out of here. Not the ones where the trees are, but when we put boulevards in the middle of the street it doesn't do a heck of a lot of anything. And if you go down Broad Street what they've done there is take those center boulevards out so they can just go down there with a grater and just clean the streets and push it (snow) all over to one side and be able to pick it up faster. Otherwise they have trouble getting it off that cement divider in the middle.</div><div class="element text" style="margin: 0 0 15px; font-size: 14px; line-height: 1.4em;"><b>Marian Donnelly: </b>I am anxious to read the Transportation Master Plan and take action on the recommendations for improvements to our transit system. Piloting express buses along major routes - north/south on Albert and Broad, east/west along Victory Avenue is worth exploring. Many citizens are frustrated by scheduling - especially people who work weekends and do shift work. Snow removal is on my list of topics to address immediately. I want to review the current strategy and timelines for getting crews/ploughs immobilized and streets cleared. There are also effective models in other cities to consider.
