Parental control systems are always generally useful, but parents have too much to do already and learning a whole new system and using it to monitor and surveil their children could be quite burdensome. We prefer that basic protections be in place for all users, children and adults, but that they do not come at the expense of access to important online social and educational opportunities.

Yes and no. Overwhelmingly, people care about privacy, so that has not changed, despite what some folks like Mark Zuckerberg have stated. But what has changed is the need for access to online information and opportunities. When you force pe...ople to give us privacy for those opportunities, more and more people will sacrifice their privacy to do so. That has changed and that is why we need better protections that do not pit access against privacy as a trade-off.

I agree with this, as it wasn't so long ago I was clicking on "I agree I'm over 18" on iplayer, in spite of me being underage. I think that a lot of people are underestimating the current 13 year old, currently a 13 year old has the potenti...al to sign up to facebook saying he/she is 73. Therefore, what you have just described abut encoraging children to "jump the fence" has already occurred. Saying yes you may use all of Facebook, as long as I know who you're adding and I can view your pictures first IS allowing more freedom for the child.
