Everybody's talkin' jobs

Just in time for President Obama's speech on jobs, a group of Oklahoma lawmakers spent five hours discussing incentives the state offers to companies that reportedly create jobs in the Sooner State. The discussion was one of many that a task force on tax credits will have before the next legislative session. Here's a recap of live tweets from the meeting, via Capitol reporters and bloggers.

  1. During the morning session, the tax credits task force discussed Oklahoma's Investment/New jobs tax credit. Here's some background on that program and also tax credits in general.

  2. Reporters and bloggers from Oklahoma Watch, NPR, eCapitol, the Journal Record, the Journal Record Legislative Report and Oklahoma Watchdog live tweeted throughout the morning and afternoon sessions. Oklahoma Policy Institute and the Oklahoma Education Association also live tweeted.

  3. And it begins. Rep. David Dank, task force co-chair, starts the meeting, saying he thinks the task force is educating the public #oktax
  4. Dank: we’re shining light on an aspect of taxes that the public doesn’t know about. The people are seeing their state govt more clearly.
  5. No cap on tax credits is like letting a 16 year old boy drive the family car without oversight, Dank says.
  6. Dank: Most of us remain unfamiliar with the New Jobs tax credit. I want to hear about caps and accountability. Totalled $50M last year.
  7. Dawn Cash with the Oklahoma Tax Commission begins the meeting by explaining the Investment/New Jobs Tax Credit #okgov #oktax
  8. Cash: There is no limit on how long you can carry forward the credit.
  9. Cash: In 2007 there was over $100M in tax credits earned, but only $40M claimed. (the rest is carried forward)
  10. RT @jrlrok: Dank: $250 million in tax credits earned over the past three years have not been claimed yet. #okgov #oktax
  11. That seems problematic. RT @jrmscottcarter: State is using 1980s definition of a full time employee, tax commission official says. #oktax
  12. That means, as long as the employee is making $7,000 they would be considered a full time employee.
  13. Mike Ogan with @okcchamber at the podium, says w/out the Investment/New Jobs Tax Credit program, #Oklahoma wouldn't be competitive #oktax
  14. Determining which credits create jobs and which just reward business for 'regular' activity is difficult task, OKC chamber official says.
  15. OKC printer Quad Graphics wouldn't be here if it wasn't for tax credit program, OKC chamber official says.
  16. Sears: Do you have data that shows we were in the game, but companies chose to go to another state with a better tax credit? #oktax #okgov
  17. Next up, Justin McLaughlin, vice president of economic development for the Tulsa Metro Chamber #oktax #okgov
  18. Justin McLaughlin with @TulsaChamber says when a company has a high-capital investment, it will look at investment tax credit #oktax #okgov
  19. McLaughlin: We're competing on not only a national basis but also an international basis. You have to be able to compete in this game #oktax
  20. Dank: Did the refineries come to you? Did they tell you, “This is what it’s going to take to remain in Oklahoma.” #oktax #okgov
