Spokane Council's 2013 budget debate
The Spokane City Council on Dec. 10 debated - and passed - Mayor David Condon's proposed 2013 budget with few changes. The budget closes a revenue shortfall of about $10 million by reorganizing departments, eliminating vacant city positions and laying off some city employees.
