Primer on LePage's proposed FY2014-15 Budget

Maine Gov. Paul LePage released his proposed biennial budget for the next two fiscal years (2014 and 2015), which begin 1 July 2013. The budget is a bill like any other, and is divided into sections, each headed by a separate letter or letters. Below is a primer touching on some of these sections.

  1. @Governor_LePage would have State contribute $1,095M for its share of #meschools (Part C) What % is that? Not 55% I'm sure #mepolitics
  2. OPM to study Exec Branch and recommend 100 positions to be eliminated (Part G) #mepolitics
  3. No merit or longevity pay increases for employees in Exec Branch under @Governor_LePage proposed budget #mepolitics
  4. @Governor_LePage's proposed budget reduces revenue sharing to towns by $220 million for FY2014-15 (Part J) #mepolitics
  5. Part J: No distributions shall be made from Local Government/Disproportionate Tax Burden Funds btwn July 1 2013 & June 30 2015 #mepolitics
  6. @MECEP1 has broken down how much your town will lose via @Governor_LePage "Part J" revenue sharing cuts http://www.mecep.org/view.asp?news=2326&utm_source=PRESS+RELEASE%3A+Property+Tax+Shift+1-11-2013&utm_campaign=Sept+Employment&utm_medium=email #mepolitics
  7. @DirigoBlue My understanding @MECEP1 lists revenue sharing loss only. With educ pension shift, will be greater local hit. #mepolitics
  8. @jsavage207 Where do you propose finding $220 million that towns have used for services in previous years? #mepolitics
  9. @jsavage207 Or better - where do you propose towns cut their budgets - which have already been trimmed to the bone? #mepolitics
  10. @DirigoBlue @jsavage207 With plan to shift $ for teachers' pensions to towns, Rockland will have even less for current services. #mepolitics
  11. Part K sunsets the Business Equipment Tax Reimbursement (BETR) program #mepolitics Republicans would call this a tax increase
  12. Homestead exemption for +65 year old increased from $10K to $20K but eliminated for < 65 in @Governor_LePage new budget #mepolitics
  13. If your household income exceeds $38,200 (single-member) $59,300 (multi) you no longer would qualify for Circuit Breaker program #mepolitics
  14. @DirigoBlue @Governor_LePage and he was a mayor. So balance the state budget on the backs of cities and towns. #GoodPlan
  15. Look on bright side The extra property tax homeowners will pay due to @Governor_LePage means a larger write-off on your Sched A #mepolitics
  16. @DirigoBlue Hope your thorough analysis also points out the 4% increase in Natural Resources funding
  17. @ASFried @DirigoBlue @MECEP1 Also cost shift to towns is the biz equip tax changes in budget. BETR to BETE. $11.7M FY15 #mepolitics
  18. @DirigoBlue I call it an increase in the cost if mfg. This likely will cause local and state double taxation on same capital equipment
  19. @realmaineperson And property tax shift will force commercial owners to raise rent on stores/businesses too Passed on in prices #mepolitics
  20. @DirigoBlue does this mean business is finally paying its fair share in Maine?#mepolitics
  21. @Governor_LePage would have Maine impose a 5% sales tax on "digital products that are delivered electronically" in new budget #mepolitics
  22. Part N is that new sales tax on "the sale of digital products that are delivered electronically to the purchaser" #mepolitics
