Gov. Kasich unveils new Ohio school funding proposal

Governor Kasich unveiled his new proposal for funding Ohio schools. @daytondailynews Columbus Bureau reporter Jackie Borchardt (@JMBorchardt) covered the event, live-tweeting throughout the proposal. Below are her tweets.

  2. Kasich's education budget/reform proposal is titled "Achievement Everywhere: Common Sense for Ohio's Classrooms"
  3. Kasich to Ohio district superintendents: Our door is always open to you.
  4. Kasich: This program is fully funded... we have the money for a couple reasons - the state is rebounding.
  5. Kasich: This plan is constitutional. No school in the state of Ohio will receive fewer dollars than they did last year
  6. Kasich's plan equalizes millage and factors it into state aid to help poorer districts that don't generate as much local revenue
  7. Kasich plan doesn't change guarantees, "Introducing chaos into this system right now is not going to serve these boys and girls."
  8. Now Dick Ross (Kasich's Director of 21st Century Education) is going thru the details of the plan

  10. Barb Mattei-Smith, Kasich education adviser, says plan will significantly increase state funding for students with disabilities
  11. Mattei-Smith: Plan includes additional money for areas of high concentrations of poverty with limited access to preschool
  12. Mattei-Smith says district guarantees un-equalize Kasich's equalized funding model, "They're neither fair nor sustainable in the long run."
  13. Kasich plan expands private school vouchers to any student from family 200% below poverty. $ comes from new fund, not taken from schools
  14. Vouchers start with kindergarten students 1st year, K and 1st grade 2nd year. 200% below poverty = $46,100 or less for a family of 4 in 2012
  15. Ross: "Change is hard and sometimes change can be expensive but we need to change."
  16. Ross says state $300 million in one-time grants to encourage innovation in schools, similar to Third Frontier funding
  17. @brianrhester A little of both - Third Frontier in the sense an independent panel would judge applicants.
  18. Kasich #ohedu proposal changes education time requirement from 184 days to hours to give schools flexibility
  19. Ross: Data will be used to network similar schools/districts so they can learn from each other #ohedu
  20. @JMBorchardt Will that data about similar school systems be public?
  21. @JohnNess Sounds like it will be - Kasich folks said parents should be able to see it.
  22. Ross ends "Achievement Everywhere" presentation: "It's not a school funding plan; it's an educational improvement plan."
  23. Superintendent asks about kindergarten funding: #ohedu plan will fund kindergarten as offered (half-day programs get .5/pupil). Applause.
